New Strategic Arms Reduction Treaty (New START), the last major remaining bilateral nuclear arms control agreement, will expire in less than a year. After Feb. 5, 2026, the United States and Russia will no longer be capped at 1,550 deployed strategic warheads, meaning both sides will be tempted to adopt worst-case assumptions of the other's nuclear plans.
Alarmingly, some members of Congress and the nuclear weapons establishment want to abandon arms control diplomacy and increase the size of the U.S. nuclear arsenal for the first time in more than 35 years.
I urge you to help head-off unconstrained global nuclear competition by calling on your members of Congress to support for sensible nuclear arms control and disarmament measures.
Now is the time to call on your Representative and Senators to co-sponsor a bicameral resolution that calls for strong, U.S.-led leadership for nuclear arms control vis-a-vis Russia and with China, and that condemns nuclear threats from Russia or any other state.

Jack Reed,” calls on the administration to ... actively pursue a dialogue with the Russian Federation on a new nuclear arms control framework and avoid an unrestrained nuclear arms race. The resolution also calls on calls upon the United States and the Russia to continue to respect the limits established by New START until such time as a new nuclear arms control framework is established.
